Most Odessa commercial lots do not need a full tear-out. They need the ruts milled, the alligatored islands rebuilt, and a new wearing course tied into the existing structure.
Overlaying on top of ruts just reprints the rut. We mill. We do not “level” a dish with extra mix and hope Permian heat does not shove it.
When we are done you should have a lot that drains, a restripe you can defend to an inspector, and a one-year workmanship window in writing.
